Use Locate Point to Mark down the skirt to the pleat level.
For a box pleat you will want to double the pleat return amount. For a pleat with a 3 inch return you would draft a 6 inch pleat extension.
This example show a pleat that will have a seam down the center of the box pleat.

but for the most part, in Child's Play, I drafted a 6 gore, yoked skirt with full elastic with the highest amount of flare. Once I printed out my pieces, I duplicated one panel, scalloped the hem line, and decreased by 2 inches, approx. in the middle and re-drafted, which then became my over-skirt.
I cut 6 of the over skirt and 6 of the original (under-skirt) pattern, sewed them together, attached the yoke, added waistband elastic, using a fold-over type technique, top stitched the whole garment and finished the hem with ruffles and bias tape.

To creat in Pattern Editor draft your skirt. Because the gores are the same you only need two. For the under skirt, remove the hem and draft with a seam allowance for seing on the ruffle.
For the over skirt, mark the side edge of the gore using Locate Point. Use Locate Mid-Point to divide the hem in half. Dart a line up to mark the bottom point of the top layer. Use Arc to draw the new edge. Remove lines not needed.
