Since I have gotten older I have gained weight mostly in my "below the waistline" tummy area. My waist is 33" however the tummy area is 37". Where would I make adjustments to compensate for this? Would I set the waist measurement for the largest (tummy) measurement and then adjust the waistline to the correct measurement?

Not one answer. Can depend on how the circumference is distributed. I might consider the front elastic waist option This gives more in front and a smooth back.

That won't address a Jacket, Blouse, Dress or Sheath style though. I am almost to the point of drafting the waistline according to the hip measurement as they are about the same then redrafting the waist in Editor. Or would I treat this anomaly like I would a hunched back?

For what it's worth, I found adding a little length to the front has helped even out the extra circumference of the tummy.

Depends on the garment IMHO. For a dress, sheath or skirt, the waist could be actual, but the hip needs to be measured fully, including both tummy and buttock. It's best explained here. The original post from Frabjous Couture is gone, but I did make a poster board tube and measured with it. Makes quite a difference.
Why your hip measurements don't work - Itch to Stitch

While the above will give a circumference that will definitely go around the body, there is still the question of the front and back waist/hip distribution..side seam. Lekala uses the full hip measure mentioned above. Bootstrap and it's derivative software, Tailornova  also use the "full hip" circumference in combination with the belly & buttock protuberance profiles. In tops, dresses, the software drafts to the full hip circumference and drops the center front hem if the belly profile determines it.. The side seam shifts depending on how extreme the difference between buttock & belly profiles. A flat bottom with a big belly adjusts the side seam so there's more in front than back.
The PMB equivalent would be to use the "full hip" measure, side seam shift and center front hem drop settings as has been mentioned. The smaller waist size would be defined by larger darts. In addition, some of bust darting could also be rotated to the hem in sheath styles to swing out the front side seam in PE. In essence, it's the maternity adjustment. ; )
Pants are a different story.

In the program Articles and Style Guide there are suggestions for selecting styles that flatter when you have a tummy.
