What does this mean I printed a skirt pattern in quarter scale and it is about the size for a twelve to 18" size doll, I thought quarter scale ment 1/4 th the original size of the pattern. Am I wrong??

Yes, quarter scale means exactly that. If you're just under 6 feet tall, one quarter of that is about 18 inches.
I use printing in quarter scale to make clothes for the American Girl Doll. Just measure the doll, multiply the measurements by 4, use a 1" seam allowance and a little extra ease, and print in quarter scale.

Thats pretty much what I did only made a test style of a skirt for my friend to aprove before I procede to the full scale skirt. I used the pattern I drafted for her and printed it in quarter scale but it doesnt look like 1/4 of her size. It apears smaller. Perhaps I am mistaken.
